January 18, 2002 Hi All! Below is the summary my husband, Linc, wrote up for the APTA Board of Directors regarding the latest on the Hidden Harbor project. I have attached the 7 points that we have requested clarification/confirmation on. It's important to note that when we started all of this....the developer's proposal was for 63 homes on the peninsula portion of Hidden Harbor......we are now down to 30 homes and I feel confident that they will have to come down two or three more homes to meet the Comp Plan requirements. Hopefully this will be resolved in the next few weeks! Keep your fingers and toes crossed! Many thanks to those of you who kindly and generously contributed to APTA's Hidden Harbor legal fund! Vicki At the request of the developer, and after consultation with our attorney-Steve Pfeiffer, Paul Johnson (APECO's Environmental consultant), Vicki Barnett (co-chair of the joint Hidden Harbor APTA/APECO committee), and I met with the developer, J. Don Nichols (Neither Joe nor Ruth Hambrose were available for the meeting). Also present at the meeting were Walt Dickson and Tim Jordan, who are part of the development project. Mr. Nichols stated his desire to work through the issues we have with the development application and requested assurance that neither APTA nor APECO had a hidden agenda to stop the development. Paul, Vicki and I assured Mr. Nichols that there was no hidden agenda; that our previously stated issues and concerns constituted our agenda. Mr. Nichols was provided with a list of seven continuing concerns with his development application which had been previously coordinated with our attorney. The issues are attached to this email. Mr. Nichols was advised that satisfactory resolution of these continuing concerns would result in both organizations withdrawing their opposition to his current development application for lots on the Hidden Harbor peninsula. Mr. Nichols stated he would immediately provide these concerns to the appropriate persons on his staff and these persons would respond to the stated issues. Mr. Nichols stated his desire to reach an agreement with APTA and APECO on these issues prior to the February meeting of the Board of County Commissioners. Mr. Nichols was advised that should both organizations withdraw their opposition to the approval of this development application that both organizations would continue to actively monitor the development process and to actively oppose activities which are not in compliance with the county's zoning code and comprehensive plan requirements and/or issues which negatively impact the environment and the community. Mr. Nichols stated that he does have further development plans for Hidden Harbor and other parts of Alligator Point, including a beach club concept for the old Point Lounge property. Mr. Nichols agreed that prior to submission of any future development applications to the county he would like to present his plans for development to APTA and APECO for input. Mr. Nichols expressed regret that he had not initiated communications with the community at the beginning the Hidden Harbor development application process. |
